Problem 1: Identify the issue of law posed by the case problem. This will be in the form of a question based on a legal concept from the chapter.
Problem 2: What should be the decision in the case? (i.e. the answer to the issue)
Problem 3: The reasoning for such decision.
There will also be a certification question after the six case problems.
In 1972, the North Carolina Board of Agriculture adopted a regulation that required all apples shipped into the state in closed containers to display the USDA grade or nothing at all. Washington State growers (whose standards are higher than the USDA) challenged the regulation.
