Problem
Currently, the law prevents courts or police from releasing information about the criminal records of people under 18 years old. Members of certain minorities are more likely than other persons to have had problems with the law. Use the theory of signals to construct (a) an argument that the authorities should be allowed to release data on a person to any employer considering a young person for a job, and (b) an argument that there should be a blanket prohibition on releasing it, as there is now. Identify the gainers and losers from each policy.
