In the Republic of Plato, those who exercise authority in a political community can misuse their authority to benefit themselves. This is one of the most fundamental problems in political philosophy.
From the Federalist #51, the interest of one officeholder in seeking to increase his power must be checked by the interest of another in doing the same. This is the basis for the constitutional system of checks and balances.
