I need CELL PHONE PINGING for fugitive tracking

I want an application like the following: it provides cell phone pinging(location information via gps) with just the mobile phone number
Completed software could access through a url address via internet or install on my laptop and use via aircard or wifi,
And that is password and username protected if you are able to help please let me know
