Human Resources Management Management Rights are considered "residual."
1) As the property owner (resident) has endowed authority to managers, managers have the right to impose rules and policies onto workers.
2) Management has the right to make business decisions except if those decisions violate an identified employee right.
3) Management rights and employee rights reflect upon one another - each has a right to privacy, free speech, due process, etc.
4) Management rights are to be properly codified similarly to how employee rights are codified - so that both are considered residing in the code.
