Your frustrations have mounted because of the growing complacency among agency employees and the absence of support for change among the leadership, which includes senior managers who are solid, talented professionals that are capable of transforming this organization. Your supervisor agrees that employee inertia is a problem and asks you to examine the various issues and concerns related to complacency so improvements can be made.

In your paper, address the following:

1. Explain how you would engage leadership to strive for employee empowerment to make necessary changes. How could this agency have such a strong leadership team but have complacent employees?

2. Defend the use of team building and strong communications in meeting the challenge of motivating these employees. Indicate what leadership's role should be in these processes.

3. Determine if you would consider task-group collaboration to initiate the changes and if so, explain why. If not, indicate how you would otherwise initiate the changes.
