How you balance rights of smokers against non-smokers


Problem:

Time was that smokers had the right to sit and smoke in restaurants right next to non-smoking patrons. Now, in most states, public areas are smoke-free and smokers are relegated to designated smoking areas.

How do you balance the rights of smokers against those of non-smokers? Given the adverse health implications of smoking, would you encourage clients to quit? Why or why not? How would individual client factors affect that decision (i.e., the high price of cigarettes, the presence of children in the home, etc.)?
