Write/design a policy brief... how can we strum their heartstrings and galvanize them to action?
This is a full-fledged policy brief you are producing. References are required a brief would not necessarily have to be explicit about who their intended audience is as they would generally be handed directly to the appropriate people. This aspect of it was an exercise in analyzing audiences and their interests. Generally, it boils down to community leaders, policy makers and sometimes the information is good to galvanize stakeholders themselves into action. Keep this in mind as you prepare policy brief.
The key is to target the information you are presenting in the policy brief to address the needs and interests of your target audience. What will it cost? How fund it? How will it benefit my constituents? How much effort do I need to put out: time/energy/money?
