Why did you choose this theory? How well does it highlight what is at issue and explain why it is at issue? What element or elements, if any, does the theory prioritize (e.g., actors, networks, events) as highly influential to the likely policy response or outcome? Does looking at the issue from the perspective of its influential elements add any extra insight? Would more than one theory or element apply?
