Problem
How we define a problem can have a major influence on the policy solutions that we develop. In the United States, drugs have historically been defined as a criminal issue, with arrest and prison time viewed as an appropriate means of addressing problems such as opioid use disorder. In recent years, however, the use of drugs such as heroin has increasingly been viewed as a "public health" problem, to be addressed through medical intervention and treatment.
For Reflection paper, short reflection paper dealing with the Frontline documentary "Chasing Heroin." In doing so, consider how the framing of opioid use as a "public health" problem rather than as a "criminal" issue has influenced public policy in this arena in recent years.
