How we define a problem can have a major influence on the policy solutions that we develop. In the United States, drugs have historically been defined as a criminal issue, with arrest and prison time viewed as an appropriate means of addressing problems such as opioid use disorder. In recent years, however, the use of drugs such as heroin has increasingly been viewed as a "public health" problem, to be addressed through medical intervention and treatment.
