Audience: Who are the core audience(s)? Is there more than one audience? What characteristics do you expect your audience to have? (Age, gender, computer experience, etc.) What audiences are you not trying to attract? What can't you do here?
Objectives: What will those audiences hope to gain or experience by coming to this site? How do you think they'll gain that experience?
Persona: make a "persona" (an imaginary user) and define that person's goals as related to your web site. How will your site meet the goals of that person?
