Behavioral economics. Project grants, based on competitive applications, implicitly assume that all competing state or local governments have access to the information and resources to make an effective grant application. How might differences in information and resources between potential grant recipients influence the ability of some governments to acquire project grants? How might the grants be designed to level the playing field?
