• Part I: Begin this Discussion Question by using the information in Chapter 14 and briefly list (using bullet points) the Who - What - Where - Why - and How, involving the building of the Central Pacific Railroad (which was the western portion of the Transcontinental Railroad completed in 1869).
• Part II: Then make an assessment of the "Big Four" participation and decision-making in the project before, during, and after by paying special attention to the bullet point info and the insert in Chapter 14 entitled "The Big Four - Villains or Heroes" on pages 239-241. (This part of the question is really opening up the whole debate (still going on today) about privately built infrastructure for profit using government subsidies vs. government tax funded projects and the pros and cons of each).
