Discussion
i. What does the "Guiding of Intelligence Collection" (Collection.pdf) document and "Spy at Your Service" (Articulation.pdf) say is crucial about defining an intelligence collection question? Why is knowing exactly what is needed necessary to all subsequent intelligence functions (analysis and finished product dissemination and acceptance)? (Both readings are declassified CIA documents.)
ii. Explain the relationship of intelligence requirements to indicators. How important are these to a collection plan? How do you ensure that you have quality indicators? Take a look at the readings in the lesson to help you.
