The Czech factory representatives focus on ways that the US company can improve working conditions and produce a better product. The US company resists this advice, and recommends to the company's executive team that efficiency measures must be implemented immediately, starting with the layoff of half the factory's work force. The US company notifies the factory management about the layoffs via email, stating that the workers must be escorted from the factory premises on the next business day. The factory managers are deeply offended by the email form of communication, and contact their local government officials. It turns out that federal law in the Czech Republic allows employees to continue to work for a period of four months after a layoff and also requires a positive recommendation be given to each employee laid off - at the time the employees are notified in person of the mass layoffs. The Czech government charges the US company with violating its local labor laws.
