On October 22, 2012, Superstorm Sandy came ashore near Atlantic City, New Jersey battering communities across several states.   Winds, rains, and storm surges reshaped coastlines and caused massive destruction. Sandy took the lives of 117 people, and thousands of residents were forced from their homes with damage leaving 8.5 million people without power across 11 states.

Coordinated efforts were mobilized to relieve many impacted by the storm. The Emergency Management Assistance Compact is a national interstate mutual aid agreement that enables states to share emergency resources during disasters. During Sandy, the State of New Jersey responded quickly to the storm by implementing the EMAC system and requesting ambulances to aid the Emergency Medical Services response. The American Red Cross also mobilized a solid reaction to Hurricane Sandy. More than 17,000 Red Cross volunteers and employees worked with government and community-based partners in opening shelters and feeding sites. Emergency response vehicles relieved the regions by providing healthcare, food, blankets, cleanup supplies, and emotional support. Within the first two weeks of the storm, the Federal Emergency Management Agency (FEMA) had shipped water, meals, blankets, tarps, generators, and infant and toddler kits.

Because of hurricane Sandy and its historical impact, FEMA has incorporated several Presidential directives, policies, and Executive Orders into its day-to-day operations to help deliver federal disaster assistance to communities in an expedited manner, allowing recovery efforts to get underway sooner.
