Had the police not stopped them they would have robbed the truck once it was found.

Under common law, Tenderfoot and Bolt would not be guilty because they have not acted on their plans. It could be argued that no crime was committed and how far does a person need to go before it is attempted robbery? For example, Tenderfoot and Bolt have everything to commit the crime but half-way there they change their minds and that's when the cop pulls them over. They changed their mind; they never committed the crime and was heading back home.
