1) The poor are poor due to their own decisions.
2) The poor are poor due to circumstances that are out of their control.
In 2.5 pages, first describe how someone can come to each of these positions. Then, assuming that society has the responsibility to care for the poor, describe how each position would respond with the attempt to eliminate poverty.
The response should include a reference list. Using one-inch margins, Times New Roman 12 pnt font, double-space and APA style of writing and citations.
