1. How did the GAO report quoting Norman Rabkin suggest that Risk Management principles be used in homeland security planning for critical infrastructure? Are there opposing arguments to be made to this?
2. Why or why not is scenario development crucial in the risk management process?
3. Review Appendix II of the GAO report on "Threat and Risk Assessments Can Help Prioritize and Target Program Investments" and discuss whether the oil company's security plan can or should be used in other industries or government agencies.
4. Do a little internet research and find a Risk Analysis model or procedure that we have not yet discussed. Give a short explanation of the model/procedure to your classmates.
