How civil liberty refers to protection of individuals

Problem: Civil liberty refers to protection of individuals from governmental power. The basic freedoms and protections that should be granted to all people are known as human rights. In the name of fighting global terrorism, to include attacks in our homeland, the federal government has passed substantial laws to provide law enforcement enhanced intelligence collection tools, i.e., the Patriot Act. Please explain your view.
