Problem:
The Boston response was exemplary, but it to suffered from a common response malady, communications issues. Many assume that post 9/11 communication problems between Federal agencies and local/state agencies have been solved. However, after the Boston Marathon attack, the Justice Department recommended "FBI consider sharing threat information with state and local partners more proactively and uniformly by establishing a procedure for notifying state and local representatives on JTTFs when it conducts a counterterrorism assessment." (OIG, 2014). Considering recent communications issues, it appears this planning hurdle has not been met. How can communications be improved in the modern era?
