The NLRB conducted an election among employees of Savair Manufacturing Co. to determine whether the union would represent the employees. During the election, recognition slips were distributed. At least 35 employees signed the slips before the election, which the union won by a vote of 22 to 20. The company refused to bargain with the union, contending that the union, by offering possible benefits to employees for signing the recognition slips, was guilty of an unfair labor practice. Did the practice of the union prevent a fair and free choice of a bargaining representative? Why or why not?
