Problem
One of the major impacts of Progressive Era political reform and the 20th century police professionalism movement was the eventual disconnection of police departments from direct political control by the mayor/city council of a city. This was necessitated in the eyes of reformers because police departments were charged with providing many public services and became the primary means through which political favoritism or political retribution were shown to different constituencies making up the broader community they "protected and served" by the political machines that ran cities. However, decades after this shift to more independent professional police departments, recent political shifts in cities across the US spurred by police shootings and allegations of systemic racism indicate that there is a desire to return to the historical-foundations of policing (social worker roles and functions, etc.) based on direct political control and accountability. What is your vision for how this could this change the organization of police departments if implemented? Given what you have read in your supplemental readings, where could such changes go right? Where could such changes go wrong? Defend your answers.
