State the null and alternative hypothesis
a. Ho = the literacy rate of countries with a life expectancy greater than 70 is equal to or less than countries with a life expectancy less than 70
b. Ha = the literacy rate of countries with a life expectancy greater than 70 is greater than countries with a life expectancy less than 70
