For this assignment you are required to read a paper and create a PowerPoint presentation of the paper. The chosen paper (see below) is relevant to our discussion in class. We have, up until this point in the course, discussed how to model market failure and looked into some of the softer tools used to internalize market failure, namely, a Coasian Bargaining strategy.
The next logical topic of discussion is to explore some of the conventional tools used as environmental regulations. To that end, this paper surveys some landmark environmental (command and control type) regulations enacted in the United States, and structurally discusses their successes and failures.

Assignment: For your assignment, this is what you need to do:
1. First read this paper beginning to end.
2. As you read the paper, collect the information from the paper in such a manner that you are to make a presentation of this paper. That means, if you were to present this paper to your class what would you collect from the paper and include in the slides.
3. Good slides need no presentation! One should be able to read through the slides and get everything out of it. Your goal is same.
4. Your slides MUST cover all the Acts discussed in the paper: The Clean Air Act, The Clean Water Act, The Federal Insecticide, Fungicide and Rodenticide Act, The Toxic Substances Control Act, The Safe Drinking Water Act, and the Superfund.
5. For each of these regulations, highlight their basic structure, their accomplishments, and their benefits and costs.
6. Also include an introduction to the presentation and a set of conclusions.
7. I prefer a PowerPoint presentation as the assignment will be submitted online. You can, however, create a PDF file. I will not accept Google Doc links.
8. Number of slides must be between 10 to 12. No less, no more.
9. Try to keep the slides basic. We do not need to worry too much about the slide designs, animations, etc. If you want to add graphs, feel free to do so. Make sure that the fonts are consistent, and the slides are readable as far as the font size is concerned.
