EXPLANATION:

Forces in nature always happen in pairs. An action-reaction pair having of forces equal in magnitude but opposite in direction acting on two dissimilar bodies. It means that every force in action - reaction pair acts only on one of the two bodies, the action and reaction forces never act on the similar body.
Action and reaction forces never balance every other because they act on two dissimilar bodies. But the forces acting on the similar body can balance each other.
