Policy: Then and Now
President Bill Clinton was elected U.S. president in 1992, and he was the first baby boomer elected to the presidency. He and Vice President Al Gore set out to engage in welfare reform, health care reform, economic recovery, and crime control. During the Clinton era, unemployment was low, inflation was low, and the economy flourished. With the George W. Bush election in 2000 and his presidency, terrorism and engagement in the War on Terror took on a central role. A serious recession had begun prior to Barak Obama's election in 2008 and continued into his presidency. Meanwhile, the Obama administration worked to implement health care reform in the form of the Affordable Care Act (ACA) early in his term.
When charting the historical record, social workers ask more than what occurred. They also ask, "Why, and through what methods?"
