The recent COVID-19 crisis has brought to the fore significant challenges for health services delivery, and e-health applications have emerged as a powerful solution to support person-centered health care. WHO recommends that countries use a stepwise approach to prioritize and implement e-health applications for service delivery. Additionally, many lower- and middle-income countries (LMICs) have largely relied on weakly governed and poorly coordinated groups of private sectors for healthcare providers. Another notable initiative of the WHO is the launch of the Access to COVID-19 Tools (ACT) Accelerator with a framework to assist stakeholders in navigating ethical issues and dilemmas and make value-informed decisions in response to the pandemic.
