Problem:
My staffing strategy is to over-hire by 10% the actual number of needed employees in any job category. This is to make sure hiring needs are met. I am reasoning that some of the new hires will renege on the accepted offer, as well as I can renege on some of the offers if I need to in order to end up with the correct number of new hires. From an ethical perspective what should be my concerns, is this ethical?
