Equal opportunities rule or equal time rule

Assignment Problem: Section 315 of the Communications Act of 1934 is commonly referred to as the Equal Opportunities Rule or Equal Time Rule. It says that, if a broadcaster allows one legally qualified candidate for office to use its station, it must afford all other legally qualified candidates for that office an equal opportunity to use the station. The statute carves out four exceptions in which the appearance of one candidate would not trigger the equal opportunities rule. What are those four exceptions?
