Assignment task: In a large toy production factory, workers are allocated two short breaks throughout their shifts, where they can rest on dining chairs in one of the many pantries located on different floors and sections. Edwin the manager was wondering if the company should invest in comfortable lounge chairs and sofas for the workers. He believed that workers who have gotten better quality of rests during break times would be more productive. Edwin decided to use the scientific method to investigate if his hypothesis is true, before committing more resources to the idea. He furnished only one section's pantry with lounge chairs and sofas and tracked that sections toy production output at the end of each shift. After more than a month, Edwin noticed this section did not produce more toys than before, while the other sections' output quantity largely remained the same as before too. Upon further investigation, he discovered that workers tend not to take breaks in the pantry even though they can, because workers feared they would be perceived as lazy and unproductive if they were seen in the pantry too often.

Q1. Elaborate the POIR (4) steps in the scientific method of testing a theory, making reference to the above-mentioned situation. Of all the four steps, discuss which step Edwin had missed out in order to make this a truly scientific method of testing.
