During various times of our history the President of the United States has even used federal troops to put down domestic disturbances; such as times of local crisis (Hurricane Katrina for example). Under normal circumstances the President will wait until he is requested by local officials, but in other rare instances, troops are used when local or state resources are unavailable or not sent. Discuss once incident in which the President had used troops without local authorities request and without a court order. Justify whether this action was legal and should the President use these powers rarely or with regularity. State which Article of the Constitution provides the President with the power to make these decisions.
