Does the epa need more involvement

Assignment task:

I am reading about making a policy and the processes that follow with making that policy. I have to give some examples I would like to use as WOTUS, which means the water war. Because we are fighting every day to have clean water, and it's at the expense of politicians who want to line their pockets with cash. I am unfamiliar with any of the water crises, for example, the Canadian water crisis in Walkerton, Ontario, Canada, in the year 2000 (E.coli). What happened and I think the Flint water crisis (Legionella bacteria)  Michigan; I am struggling to condense them into a few sentences. Were there any other water crises?

I know laws such as the 1980 Comprehensive Environment Compensation and Liability Act were passed, but these laws were passed far too late. Does the EPA need more involvement to help put better policies in place, or whom?
