Does the division of powers still make sense


Problem: Sections 91 (Federal) and 92 (Provincial) powers delineate the exclusive areas of responsibility each of the two levels of government are supposed to be responsible for. There are a (very) few shared areas such as agriculture and environment.  Most of the things people care about are provincial. The Federal Government therefore wants in on them (so they can get credit). The Federal level has most of the revenue, so they often offer money but with restrictions on how it will be used. Provinces hate this (but need the money). In 1867, when the country was founded under the Constitution, it was almost all rural. Cities had 5,000 to 40,000 people. Today the country is heavily urbanized, with over 4 out of 5 Canadians in cities and their suburbs. Does the division of powers still make sense? If not, what would you change? (This is a matter of opinion.) Explain why each change makes more sense than the way things are, or why leaving it alone make more sense, and write it up.
