Problem: Article 36(1) of the Vienna Convention on Consular Relations stating that the send-state has to be notified when someone from his country is arrested. With so many Zimbabwean and Mozambique economic migrants in South Africa, do the South African Police Department have to notify the consular post of the sending-state every time one of its citizens gets arrested?
