Think about a school district with which you are familiar. First, classify the district's culture using the Cohesion and Congruence model (Figure 3.2 on text p. 87). Then, refer to organizational culture elements discussed on pp. 86-88 (such as artifacts, values, and assumptions) to justify your district classification. Use a pseudonym for the district as you write if you prefer.
