Discussion about conservative federal court systems

Question: The state government of Texas and the Biden administration have been clashing over the regulation of the border in a manner akin to that of Arizona and the Obama administration as discussed in this discussion question. As one example of this struggle, "by March 27, a U.S appeals court had kept a Texas law on hold that would have let state authorities arrest and prosecute people suspected of illegal border crossings" (Hessen and Wiessner, March 27, 2024). The Biden administration opposed this law because they felt it intruded on federal control and regulation of the border (Hessen and Wiessner, march 27, 2024). It should be noted that this decision was made by the 5th Circuit Court of Appeals, which tends to be one of the most conservative federal court systems I the country, yet they ruled against Texas. What do you think of this debate and why?
