Discussion about clean water act

Problem: Do you agree with this statement? Chapter 5 in Rahm's U.S. Environmental Policy focuses on clean water policies. As we learned in Chapter 3, food, water, and energy are necessary for human survival. Clean water wasn't a policy concern at the federal level until the 1970s with the biggest federal legislations being passed being the Clean Water Act and the Safe Drinking Water Act. The Clean Water Act focused on regulations around surface water, like lakes, streams, ponds, etc that are used in agriculture, recreation, electricity production, and consumption. The Safe Water Drinking Act focused on regulating ground water and potential contaminants into the drinking water supplies. Like the Clean Air Act, both of these pieces of federal legislation require regulatory federalism as their mechanism of enforcement and implementation.
