In the United States there are few legal concepts or punishments more debated and contested than that of the death penalty. At one point in time the US Supreme Court abolished the death penalty, only to come back a short time later and reinstate the use of the death penalty. Using those two court cases as the foundation of your answer discuss why the court "reversed" its earlier decision and then discuss how this rationale could impact the application of the death penalty to one of the following special classifications (only select one): mentally incapacitated individuals or juvenile offenders.
