Consider the following case-

You are a member of the Republic of Germany's Parliament in the early 1930's. The country has fallen under hard times and the citizens have recently begun complaining about the way that the current government is running Germany. The sources of the citizens' discontent are not difficult to identify. The current worldwide depression has brought perhaps more suffering to Germany than to any other country. The morale of the citizens has been low as a result of their country's fortunes in WWI and the subsequent sanctions that were placed upon it. To make matters worse, racial tensions, in particular anti-Jewish sentiment, has begun to boil over as the citizens seek scapegoats for their current state.

As the fortunes of the German people grow worse, many new political movements have sprung up, each promising to turn things around. One particularly dangerous political party, the Nazi party - whose politics consist almost entirely of hatred and nationalist rhetoric - has been gaining an increasing popularity. You are aware that given the current mind-set of the German people, it is extremely likely that the Nazi party will eventually come to power if they are allowed to express their views in public. Recently the members of the Republic's Parliament have decided to hold a vote on whether or not to allow the Nazi party and their leader Adolf Hitler to disseminate their views in public.

Discuss whether you should allow the Nazi party to express their views or whether you should imprison Adolf Hitler (who has not yet committed any crime). If Hitler is imprisoned, stipulate that he will be unable to disseminate his views to the public.
