Problem 1: Using the "Terrorism and Geneva Convention Notes" (that I posted on Blackboard), explain the goal and general substance of the Geneva Convention.
Problem 2: Define terrorism and discuss whether or not terrorism proves effective in the short term and the long term. Cite at least one specific example to support your answer.
Problem 3: Explain one reason why governments should AND should not negotiate with terrorist organizations. What do you think?
