Police officers exercise a large amount of discretion in making arrests and it is especially true when handling juvenile interactions. Discuss the various factors (positive and negative) that influence discretionary practices used by police in regard to their handling of juvenile matters. Is discretion an important tool with juvenile offenders? Why or why not?
