Consider the discussion in "Texas Strip Clubs Lose Appeal on Poll Tax". The Texas legislature enacted the special fee on sexually oriented businesses to raise money for programs for sexual assault victims and for health care. But seven years after the fee was created, clubs had continued to fight the fee in court, and only a limited amount of revenue from the fee had been collected. Discuss your position and why it took so long to decide the issue.
