It has sometimes been suggested that the government should restrict the use of food stamps to "healthy" foods. Discuss the merits of this proposal. Assuming that it would be easy to distinguish between "healthy" and "unhealthy" foods, describe the effect of such a restriction on an individual's consumption of the two kinds of foods.
