In my opinion it should be the government who has the responsibility to ensure their population of stability and growth creating different laws, and policies to have a fair and equal distribution system for everyone. Example of growing natural resources like food and making sure that their people are well feed and then they can export what it is left to others, but primarily getting cover all the basic needs in their own country. Same for population growth, it needs to be a good healthcare system, thing in which I think USA is failing as it is too expensive and sometimes even impossible to get, so everyone can get the treatment they need for being healthy and lower the death mortality, and a better education related to this as well. I do not believe there should be a limit, like we saw in China, in the quantity of child's someone can have because if you have a good system of sexual education people will be aware of how many kids they can maintain healthy and their own limits.
