Discuss states government allotted individual parcels

Assignment task:

Wayne Wilkins is a non-Indian who owns a land parcel, in fee-simple, within the Bear Lake Band of Indians' reservation. Wayne's great-grandfather first purchased the land parcel in the early 1900s as part of the Band's so called surplus lands, after the United States government allotted individual parcels to Band members.

Before Wayne inherited the property from his father Wyatt, he served in the U.S. Army for ten years and lived in different parts of the world with his wife Mary, who grew up on the Bands reservation and is a Band member. While stationed in Germany, Wayne and Mary had a son named William, who is now 18 and lives with them.

One night, while his parents were on vacation, William threw a party. William caught a guest of one of his friends stealing Mary's jewelry and beat him up badly. The would-be thief was hospitalized in serious condition. When the police investigated, they discovered the thief was 15 years old.

You are friends with William. He is regretful about his response to the attempted theft. Although he hasn't been charged yet by any authorities, he's scared that he will be. He asked you all what you think will happen. Analyze in IRAC format.
