Problem:
When investigating a possible insubordination, the first thing we need to do is check the standard operating procedure for the department's definition of insubordination. Next the investigation can begin with the understanding the investigator keeps in mind to find the root cause to be able to address any underlying issues that may be causing the behavior and then take corrective actions if necessary. You may also need to determine whether it is time to move on from this particular employee and find someone better suited for your department's needs.
My question to you: If someone was being insubordinate how would you use a different type of power to gain compliance instead of coercive power?
