Discuss on the role of individual responsibility, and then on the role of policy in perpetuating health disparities. People have varying personal views on the role of individual responsibility in health problems (as is VERY obvious from the comments on the YouTube video on the Truth Initiative!). You might also comment on the extent that you believe that education alone (an individual-level intervention) can address health disparities.
Keep in mind, you should comment on the population phenomenon of health disparities, not just public health problems in general.
