As identified in A Guide to Critical Infrastructure and Key Resources Protection at the State, Regional, Local, Tribal, and Territorial Level, 2008, Appendix B - Department of Homeland Security (DHS) Programs and Resources, the Office of Bombing Prevention (OBP) works with the public to share information and spread awareness to Improvised Explosive Device (IED) threats. For example, everyday citizens can spot vehicles that are too heavy which may be indicative of a Vehicle borne IED, or luggage left unattended at the airport. This creates sensors throughout the community to spot potential threats and report them to DHS. While not all information surrounding CI should be made known to the public, the information that can be shared should. Federal agencies and SLTT governments, while able to provide a substantial amount of protection and coverage, are not able to spot everything occurring daily. Creating awareness throughout the community gives federal agencies and SLTT governments a better chance of identifying threats. Utilizing the public can be a powerful asset for CI protection
