Problem: The Cabinet Secretary for Lands, Public Works, Housing and Urban Development has appointed you as the Chairperson of a task Force to review the legal and policy framework governing land use in Kenya. He is particularly concerned that the current framework does not support the actualization of the Bottom-up Economic Transformation Agenda (BETA) that the government is implementing. He has requested you to help him:
(a) Identify and discuss at least four tools currently captured in the law that are useful for regulating land use in Kenya
(b) Identify and discuss the key bottlenecks in the current legal and policy framework on land use and suggest reforms toward eliminating them
(c) Provide reasoned justification of conservation as a viable land use that should be protected, and suggest how this might be reflected in the reforms to the legal framework that you envisage under 'b' above.
